(二)我国的交通拥堵特点及成因分析我国城市交通拥堵的阶段划分和特点我国城市交通拥堵问题出现在上世纪80年代中期,伴随着机动化水平的提升,我国各大城市交通拥堵的主体经历了从80年代的自行车到90年代的摩托车,然后到2000年后的小汽车的演变过程。北京交通拥堵大致可以划分为三个阶段。第一阶段从1984年中秋、国庆“双节”前夕开始到1994年底,该时期,自行车出行是最主要交通方式,占总出行的62%,骑自行车的上班族有40%通勤超过30分钟。
