目的构建餐饮风险预警模型与卫生监督应急能力评价指标。方法采用德尔菲专家咨询法,对食品安全风险量化评价指标、风险预警模型及卫生监督应急能力评价指标进行调查论证,同时应用现场调查和实验室检测相结合的方法对省运会食品安全风险进行调查研究。结果建立了包括持有效卫生许可证、食谱审查规范等12个关键项目在内的重大活动食品安全风险量化评价体系、餐饮风险预警模型和包括应急组织机构设置、现场控制措施等4个关键项目在内的卫生监督应急能力评价指标。结论应用德尔菲法确定的餐饮风险预警模型与卫生监督应急能力评价指标可行性好、实用性强。它们的结合能有效的保障重大活动食品安全,提高卫生监督机构的应急能力。
Objective To establish a food risk early warning model and health supervision emergency response evaluation index. Methods Delphi expert consultation method was used to investigate and verify the quantitative evaluation index, risk early-warning model and evaluation index of emergency response capacity of food safety risk. At the same time, the food safety risk of Provincial Games was analyzed by the combination of field investigation and laboratory test Research. Results A quantitative evaluation system of food safety risks, including food safety risk assessment model and 12 key projects including valid health permit and recipes review standard were established. Four key projects including emergency organization structure and site control measures Within the health supervision emergency response evaluation index. Conclusion It is feasible and practical to use the Delphi method to determine the food risk early warning model and health supervision emergency response index. Their combination can effectively protect the food safety of major activities and improve the health supervision agencies emergency response capabilities.
