1996年初,广西壮族自治区农业厅、卫生厅、贸易厅、环保局、工商行政管理局联合发文,转发农业部、卫生部、国内贸易部、国家环保局、国家工商局“关于严禁在蔬菜生产上使用高毒高残留农药,确保人民食菜安全的通知”。通知要求,蔬菜生产基地必须无公害,无污染。各地蔬菜生产主管部门要会同当地卫生、环保部门对现有蔬菜基地的环境污染
