妥善安排积累与消费的比例关系,是调整中必须首先解决的一个极为重要的问题。因为积累与消费的比例是国民经济的一个根本性比例。它直接决定着基本建设投资规模和人民生活消费水平的高低,并影响到农轻重等一系列比例关系。因而对于巩固和发展安定团结的政治局面,调动人们的社会主义积极性,对于促进国民经济沿着按比例、高速度的轨道持续发展,都有着重大作用。
To properly arrange the proportional relationship between accumulation and consumption is an extremely important issue that must be solved first in the adjustment. Because the ratio of accumulation to consumption is a fundamental proportion of the national economy. It directly determines the scale of investment in capital construction and the level of people’s living and consumption, and affects a series of proportional relations such as agricultural light weight. Therefore, for consolidating and developing a stable and united political situation and mobilizing people’s enthusiasm for socialism, it plays an important role in promoting the sustained development of the national economy along a proportional and high-speed track.
