我国三大国家石油公司在参与国际化经营过程中,由于国际石油勘探、开发以及工程承包市场环境日益复杂,政治及地域风险性较高,市场竞争激烈,相当一部分国外石油项目在前期运行中对风险因素估测不足,在风险来临时如何应对方法不多,给项目运行和发展造成极大的损失。
