构建法治政府指标体系的目的,是要建立起一个能够以比较简明、合理的方式评价某一地区依法行政水平的指标系统。法治政府指标体系,以细化和量化法治政府要求为着眼点,运用科学的标准,选择和确定有代表性的重要指标,组成指标体系,综合测算各地依法行政的水平,并寻找推进依法行政过程中的问题及其解决对策。因此,法治政府指标体系是引导、评价和预测中国法治政府建设的一把标尺,对依法行政的推进具有重要意义和价值。相比于法治被分解为不同的构成要素和具体指标,法治政府的分解量化可以从建设法治政府基本要求的横切面上,通过设定制度性指标、行为性指标、系统性指标和效果性指标四个方面将法治政府予以量化。
