胡锦涛总书记在全党深入学习实践科学发展观活动动员大会上的讲话中强调:“人民是历史的创造者,群众是真正的英雄。人民群众是推动科学发展的主体。科学发展取得了多大成效、是否真正实现了,人民群众感受最真切、判断最准确。推动科学发展,必须紧紧依靠人民群众,做到谋划发展思路向人民群众问计,查找发展中的问题听人民群众意见,改进发展措施向人民群众请教,落实发展任务靠人民群众努力,衡量发展成效由人民群众评判”。这就告诉我们,一个地区、一个部门的工作成效怎样,是否将科学发展观真正落到了实处,应当由实践来检验,由人民来评判,以人民群众认可不认可、满意不满意作为评价工作成效的唯一标准。太原市国税局年终向人民汇报工作,既全面客观地总结了2009年的工作,又公开承诺了今年的奋斗目标,讲成绩实实在在,谈问题不隐瞒不回避,诚恳地请群众评议,向群众交账,主动接受监督,这充分体现了太原市国税局坚持为人民服务的宗旨,向人民群众负责的态度,他们的做法值得借鉴。
