一、斯旺报告之前的状况 1985年,英国《全民教育》专刊公布了由英国斯旺委员会提交的一份报告。报告对1985年以前的英国师资的基础教育提出批评:“鉴于英国是一个包含多民族的国家,其师资教育和培训应与多民族文化背景相适应。在这方面,英国的师资教育与培训存在着严重的缺陷。”报告指出:“不同的少数民族各有其不同的文化与经历,而这些民族的父辈对于英国当代教育体系不了解,因为他们没有机会亲身体验。在当时的英国所有师范院校中,没有一所院校为其学生提供有关多文化教育的内容。绝大多数毕业生,在不具备或完全不了解英国多民族文化社会状况的情况下,走上教师岗位。”报告中着重
