从1989年9月党的十三届三中全会提出“治理经济环境,整顿经济秩序,全面深化改革”方针至今已经整整三年了。三年来,随着治理整顿工作的不断深入,经济生活的许多方面都发生了显著的变化,取得了明显的成效,基本达到了预期的主要目标。实践证明,党中央作出的治理整顿方针是克服当时经济困难的根本措施。最近,国家统计局和上海、江苏、浙江、湖北、辽宁等省市统计局的同志一起进行了专题分析研究,力求在正确评价三年治理整顿工作的基础上,从治理整顿所取得的成效和当前经济生活尚存在的问题中发现一些有效的启示,以便对进一步做好今后的经济工作有所帮助。
It has been three years since the Third Plenary Session of the 13th CPC Central Committee passed the policy of “governing the economic environment, rectifying the economic order and deepening reforms in an all-round way” in September 1989. In the past three years, with the continuous deepening of rectification work, many aspects of economic life have undergone significant changes and remarkable results have been achieved, basically meeting the major goals as expected.
