本文从土地、金融、行政手段等方面评价传统的房价调控措施入手,分析了房产税的出台和扩容可能给房地产市场心理层面、现实层面带来的影响。认为市场各方主体心理不一,小额房产税可能导致房价的上涨。在此基础上,提出城市房价综合治理的思路,即既要充分利用有正面作用的既有调控手段,又要充分把握好房产税这一历史契机;既要建立调控政策的长效机制,又要加强动态监管。
