新发布的《国家行政机关公文处理办法》(以下简称《办法》)第七章,专门就公文归档问题作了规定。《办法》第七章共六条,分别就及时立卷、归档;保证归档公文齐全、完整,便于保管利用;联合办理公文的归档;兼职过程中形成的公文的归档;确定保管期限;公文用纸和字迹材料六个方面作了原则性规定。新《办法》与1993年颁布的《办法》第六章相比,内容上除了把公文销毁内容归入第八章“公文管理”而外,其他方面并无大的改变。为了便于大家在工作中更好地把握《办法》的要求,进一步做好公文归档工作,下面就公文归档方面的几个主要问题作一些说明。
