目的提升部队疫情上报的准确性和及时性,使卫生决策和疾病控制部门更快、更准地掌握传染病疫情动态,以便及时有效地进行传染病的预防和控制。方法根据部队传染病个案报告和部队卫生信息管理系统,依托卫生信息日报自动采集、远程传输上报、机关汇总和网上发布等多个子系统的组合,开发研制部队传染病疫情监测管理系统软件。建立各级卫生机构传染病疫情的日报,实现全军区各医院新入病人信息当日上传。每月对各医院上报数据进行统计处理,统计传染病数量、病种、变化情况,对传染病高发单位提出指导意见。根据季节和传染病流行趋势,对一些可能高发的传染病提出预警。写出全区部队军人传染病监测月通报,发部队各卫生处、上级机关和友邻单位。结果有效控制隐瞒疫情不报、报告不及时、漏报等问题。多次向部队预报麻疹、流行性出血热、菌痢、肺结核等疫情。对传染病高发单位实施现场干预和管理。该系统现已推广到全军传染病上报工作中。讨论传染病疫情日监测和月通报模式的建立为部队及时、准确地掌握传染病疫情,应对突发公共卫生事件,保障部队战斗力发挥了积极的作用,产生了显著的军事效益。
