由政府提供廉租房是许多国家给予城市贫困群体住房保障的主要政策 ,具体方式有两种 ,即实物配租和租金补贴。从经济学角度分析 ,这两种补贴政策的经济效应存在较大差异 ,前一种方式不但能够在短期内明显增加最低收入家庭的住房福利 ,有利于快速解决贫困家庭的住房困难问题 ,而且有利于减少土地的非法开发行为和维护城市规划的严肃性 ;后一种方式既能节约政府成本 ,又能避免私人住房市场因政府的过多干预而窒息
Providing low-rent housing by the government is the main policy that many countries give to housing security for urban poor groups in two ways, namely physical rent and rent allowance. From an economic point of view, the economic effects of the two subsidies are quite different. The former approach not only significantly increases the housing benefits of the lowest-income families in the short term, but also helps to quickly solve the housing difficulties of poor families. Which will help reduce the illegal development of land and maintain the seriousness of urban planning. The latter approach not only saves government costs but also suffocates the private housing market due to too much government intervention
