师资资源配置不均衡是影响地区人力资源储备及经济与社会发展的关键,将从根本上制约城市化发展进程。通过与宁夏五市教育局相关负责人及各市中小学代表的小组座谈,研究发现师资编制问题是长期困扰宁夏师资资源配置的根本性问题,这一问题如不从体制上得到有效解决,将从长远方面降低地区人力资源整体水平,阻碍城市综合竞争力的发展。
The unbalanced allocation of teacher resources is the key to affecting human resources reserves and economic and social development in the region and will fundamentally constrain the process of urbanization. Through the discussion with the person in charge of the Education Bureau of five cities in Ningxia and the panel discussion of the primary and secondary schools in each city, it is found that the issue of teachers’ compilation is a fundamental issue that long plagued the allocation of teachers resources in Ningxia. If this problem can not be solved effectively from the system, In the long run, the overall level of human resources in the region will be reduced, hindering the development of comprehensive competitiveness of the city.
