我国的档案管理工作由来已久,它以制度化、体制化、案牍化的方式实现了单位组织对个体成员极其有效的定位管理。在大力建设社会主义市场经济现代化的今天,档案管理应该发挥其在人力资源管理中人才的合理利用的重要作用。但是现行的档案管理存在的问题,对我国经济社会发展的要求存在着一定的不适应。本文从我国档案管理的旧制和存在问题入手,提出了一些改革档案管理体制的设想。
China’s archives management work has a long history, which institutionalized, institutionalized and case-based approach to achieve an extremely effective unit of organization and management of individual members. In building a modern socialist market economy today, file management should play an important role in the rational use of human resources in human resources management. However, the existing problems in file management have not met the requirements of China’s economic and social development. This article starts with the old system and existing problems of file management in our country and puts forward some tentative plans for reforming file management system.
