为鼓励中小企业积极参与国际市场竞争,促进中小企业健康发展,发挥中小企业在国民经济和社会发展中的重要作用,自2001年起,国家正式设立“中小企业国际市场开拓资金”(以下简称“市场开拓资金”),该项政策以广大中小企业为扶持对象,专用于支持中小企业开拓国际市场的各种活动,商务部和财政部为本项政策的主管部门。从加强市场开拓资金的管理和提高资金使用效率出发,原外经贸部和财政部于2001年联合颁布《中小企业国际市场开拓资金管理(试行)办法》(财企[2000]467号)和《中小企业国际市场开拓资金管理办法实施细则(暂行)》(外经贸计财[2001]27号),对市场开拓资金的相关政策作出具体规定。
In order to encourage SMEs to actively participate in competition in the international market, promote the sound development of SMEs and give play to the important role of SMEs in their national economy and social development, since 2001, the state has formally established the “SMEs international market development fund” (hereinafter referred to as “ Market Development Fund ”), which is targeted at a large number of SMEs and dedicated to various activities that support SMEs in opening up the international market. The Ministry of Commerce and the Ministry of Finance are the competent authorities of this policy. Starting from strengthening the management of market development funds and improving the efficiency of capital utilization, the former Ministry of Foreign Trade and Economic Cooperation and the Ministry of Finance jointly promulgated the Measures for the Management of the Development of Small and Medium Enterprises in the International Market (Trial Implementation) (Cai Qi [2000] No. 467) (Provisional) (Foreign Trade and Economic Statistics [2001] No. 27) on the Measures for the Administration of the Funding for the Development of SMEs in the International Market to make specific provisions on the relevant policies for the market development of funds.
