2012年以来,三明市政府相继出台了《三明市人民政府加强公立医院机构建设的意见》等一系列医改政策措施。为深化医药卫生体制改革,2013年初,在全市县级以上公立医院实行药品零差率销售改革,至此医院的补偿机制就发生了变化,以往医院可以从政府补助、药品加成收入以及服务费当中获取补偿,此后则只能通过政府补偿与服务收费来获取补偿,完全转变了“以药补医”的局面。面对缩小的补偿资金,医院必须要通过绩效考评来提高全成本管理的有效性,这样才能确保医院的正常运转。
