以林改后的湖南省为例,通过对5个县500户林农的调查数据,从生产资料供应、森林金融保险、林权流转中介等方面评价林农对林业社会化服务的满意度情况。结果表明:林农对林业社会化服务的供给满意度不高,湖南省林业社会化服务的供给水平对于林农日益增长的需求仍显得相对落后。为进一步完善林业社会化服务,回应林农需求,本文提出完善林业社会化服务体系的对策建议。
Taking Hunan province after the forest reform as an example, this paper evaluates the forest farmers’ satisfaction with the social service of forestry through the survey data of 500 farmers in five counties from the aspects of supply of production materials, forest finance insurance and intermediary of forest tenure. The results showed that forest farmers were not satisfied with the supply of forestry socialization services and the supply of forestry socialization services in Hunan Province was still lagging behind the growing demand of forest farmers. In order to further improve the socialization of forestry services and respond to the needs of forest farmers, this paper proposes countermeasures and suggestions for improving the socialized forestry service system.
