农业历来被认为是天赋的工业化资源源泉。国内一些学者已从不同的角度对我国农业在经济发展中的贡献作了深入的分析[严瑞珍等,1990年;叶兴庆,1992年;王光伟,1992年;郭熙保,1992年]。然而,我国农业这种天赋的历史使命何时才能完成?或者说,我们是否应该考虑转变政策倾向,在对农业的歧视与保护间作出新的选择,使农业足以支持我国经济持续稳定的增长?本文试图从理论上探究这些问题的实质所在,为我国90年代经济发展政策的调整提供决策依据。
Agriculture has traditionally been considered a natural source of industrialized resources. Some domestic scholars have made in-depth analysis of the contribution of China’s agriculture in economic development from different angles [Yan Ruizhen et al., 1990; Ye Xingqing, 1992; Wang Guangwei, 1992; Guo Xibao, 1992]. However, when will the historical mission of agriculture in our country be completed? Or should we consider changing the policy orientation and making new choices between discrimination and protection in agriculture so that agriculture can support the sustained and steady growth of our economy? This article tries to probe the essence of these problems theoretically and provide the basis of decision-making for the adjustment of China’s economic development policies in the 1990s.
