目的建立融合互联网的新发重大传染病应急处置信息化平台,保障联防联控疫情信息及时规范流转。方法平台采用浏览器/服务器架构,以Java企业级应用作为开发集成环境,Eclipse为程序开发工具,甲骨文11g为中央数据库,Apache Tomcat为应用服务器。使用Spring模型-视图-控制三层架构+Hibernate、Spring安全和Apache Shiro框架进行开发、用户及权限管理。通过专用Web服务接口对广州市疾病预防控制中心微信公众号进行加密数据存储、共享交换,并通过微信开发程序包括手机定位接口实现位置服务跟踪功能,同时集成百度地图实现自动定位功能。结果该平台支持联防联控成员单位帐号登录使用,包括咨询公告、疫区来穗人员健康随访和传染病应急处置3个子系统,其中传染病应急处置子系统涵盖新发传染病(中东呼吸综合症、埃博拉出血热、寨卡病毒病和黄热病)、重点传染病(人感染禽流感和登革热)、蚊媒举报、其他传染病等4个模块;蚊媒举报模块具备微信公众号举报卫生环境黑点以及百度地图展示蚊媒风险区域的功能;其他传染病模块可任意扩展搭建成其他新发或重大传染病处置模块。平台还支持国家传染病报告管理信息系统中传染病报告卡信息、南方航空公司乘客信息等导入功能。结论该平台的应用保障了疫情信息在联防联控单位之间及时流转和规范采集,为我市重大新发传染病联防联控工作机制高效运行打下基础。
Objective To establish an information platform for emergent treatment of new major infectious diseases that integrates the Internet and guarantee the timely transfer of information on joint prevention and control of epidemic situations. The method platform adopts browser / server architecture, Java enterprise application as development integration environment, Eclipse as program development tool, Oracle 11g as central database and Apache Tomcat as application server. Use Spring Model - View - Control Three-tier Architecture + Hibernate, Spring Security, and Apache Shiro Framework for Development, User, and Rights Management. Through a dedicated Web service interface to Guangzhou CDC micro-channel public number for encrypted data storage, sharing exchange, and through the micro channel development programs including mobile positioning interface to achieve location service tracking, while integrating Baidu map automatic positioning function. Results The platform supports the registration and use of the joint prevention and control unit member account, including advisory bulletin, health follow-up of infected persons to the spikes and emergency treatment of infectious diseases. The subsystem of infectious disease emergency treatment covers newly emerging infectious diseases (Middle East Respiratory Syndrome , Ebola haemorrhagic fever, Zika virus disease and yellow fever), four major infectious diseases (human bird flu and dengue fever), mosquito-borne reports and other infectious diseases; mosquito-media reporting module with WeChat public report Health environment black spots and Baidu map display mosquito medium risk zone function; other infectious disease modules can be expanded to build into other new or major infectious disease treatment module. The platform also supports the introduction of infectious disease report card information in the national infectious disease reporting management information system and the import of passenger information of China Southern Airlines. Conclusion The application of this platform ensures that the epidemic information can be timely transferred and standardized collected among the joint prevention and control units, laying a solid foundation for the efficient operation of the joint prevention and control work mechanism of major emerging infectious diseases in our city.
