改革开放以来,我国深圳、珠海、汕头、厦门和海南五个经济特区运用国家赋予的特殊政策,发挥毗临国际市场的优势,大力引进利用外资,使生产力以前所未有的速度发展,在我国经济发展史上写下了光辉的一页。但是,随着改革开放的深入和“复关”的临近,经济特区的政策优势已逐渐消失,有关经济特区的未来作用和出路出现了不确定性,议论中既有要求再造经济特区政策优势的呼声,又有经济特区将不再“特”的断言。 笔者认为,经济特区的未来作用和出路的不确定性来源于经济特区的原有规范与经济特区发展面临的新约束之间的冲突。为此,经济特区需要根据国际惯例和国内区域经济发展格局重新规范自己,选择适合新形势和自身特点的新模式。
