一、管理的重心在经营资本主义企业一般都很重视经营,认为管理的重心在于经营,这是市场经济所决定的。党的十一届三中全会以来,我国的市场经济日益发展,市场机制不断完善,各个企业也由只讲对内“管理”,逐步转向对外“经营”。因而促进了企业“转轨变型”,推动了商品生产和商品经济的蓬勃发展。对我们邮电通信企业来说,由于“独家经营,别无分店”,长期处于封闭状态,对经营的重要性,在认识上还存在一些片面性。如有的把社会效益与企业效益对立起来;有的认为强调经营就违背了质量原则;有的仍然抱着“独家经营”的思想,“坐等顾客上门”,认为邮电是别人抢不走的“饭碗”;
