当商品经济刚刚出现在我国农村的时候,长期依附在集体经济上的农村合作医疗一统天下的旧格局纷纷动摇和解体。而处在社会主义市场经济条件下的农村医疗保健体制尚无新的模式可借鉴。随着农村经济与社会的变革,农民现阶段的医疗需求已开始由单纯治病型向综合保健型的方面转变。这种转变将会使农村医疗单位的重点由病人转向健康人,服务对象由院内转向社区,保健手段由单纯治疗转向保健综合服务,逐步形成具有我国农村特色、充满活力的农村医疗保健体系,其形式及特点有以下几点:
When the commodity economy has just emerged in rural areas of China, the old pattern of rural cooperative medical care that has long been attached to the collective economy has been shaken and disintegrated. There is no new model for the rural health care system under the conditions of the socialist market economy. With the transformation of the rural economy and society, the medical needs of farmers at this stage have begun to change from a simple treatment type to an integrated health care type. This shift will shift the focus of rural medical units from patients to healthy people, shift service targets from the hospital to the community, shift health care from simple treatment to comprehensive health care services, and gradually form a rural health care system with rural characteristics and vitality in China.
