国务院于2014年10月20日印发的《关于加快发展体育产业促进体育消费的若干意见》,明确提出将全民健身上升为国家战略,推动体育产业成为经济转型升级的重要的战略目标。充分发挥好“有效的市场”和“有为的政府”两只手的作用,推动体育产业转型升级,既要规避体育产业政策成为穿着马甲的计划经济,又要杜绝体育产业政策带来寻租行为和腐败。通过不断完善体育产业跨越发展的政策体系和市场环境,促进体育产业融合发展;通过推进体育互联网经济建设大力发展体育服务业,促进体育消费业发展;积极主动与其他产业相互融合,创建具有地方特色体育产业品牌;逐渐形成规范有序、可持续运行的良性市场环境,实现我国体育产业跨越式健康发展。
