东北老工业基地在国家政策支持发展的几年间,科技企业对地区发展的重要支撑作用越来越明显。在后金融危机时代,大力发展科技型企业已成为东北地区经济持续稳定发展的重要保障。东北地区科技企业具有大学、大所、大厂的特点,其发展所需的资金仅依靠科技企业内部筹划难以完成。现阶段,东北地区科技企业面临金融支持不到位及创新行为短期化等问题,已严重制约科技企业的发展,必须深入研究找到问题的症结,并进行有效引导。哈尔滨市作为东北地区重要的工业城市,其科技企业发展特点具有一定的代表性,以此为例的研究有助于理清东北地区科技企业发展中出现的问题,从中我们看到,科技企业的发展必须要完善科技企业风险投资机制,建立完善的金融支持体系。

As an important industrial city in Northeast China, Harbin has some representative characteristics of the development of S & T enterprises. Taking this as an example, it helps to sort out the problems in the development of S & T enterprises in Northeast China. From this we can see that The development must improve the venture capital mechanism of science and technology enterprises and establish a sound financial support system.
