一、奖励效应弱化的成因 (一)部分官兵的价值取向发生偏移。一些官兵受“酒绿灯红”影响和腐朽思想文化的侵蚀,利益观念增强,奉献意识淡化,在工作中不思进取,生活中追求个人安逸享受,热衷于捞取实惠、搞自我设计,使集体主义、克己奉公、无私奉献等传统精神受到排斥。少数人则把实现自我价值的落脚点放在贪图钱财上,把视点集中到物质利益上,工作中缺乏奋发进取、积极向上的热情和争先创优精神,有一些人不再崇尚“鲜花”和“掌声”,荣誉感减弱。 (二)奖励标准不高。主要表现在:一是项目过滥。有的单位奖出多门,甚至平分奖励指标,奖励不分优劣,
