农村税费改革后,随着一系列提留统筹的取消,农村公益事业陷入了尴尬境地——县(区)、镇财力有限,无法支付大额费用,村社一级更是难以筹集资金。目前,村道建设和管理维护存在几大问题:一是半拉子工程多;二是技术质量不达标,存在安全隐患;三是建而轻养,使大多数公路成了晴天路,一到雨天根本无法通行。归根结底就是经费的欠缺。这一问题长期以来困扰着乡镇和村社领导。
