水土保持工程质量事关国计民生,与生态建设以及农村、农业发展息息相关。结合佛坪实际,分析了水土保持工程建设存在的问题和影响工程质量的主要原因,并提出了提高工程质量的建议,主要有建立健全水土保持诚信档案、淘汰(竞争)机制;加强管理,完善制度;提高水土保持定额标准,增加水土保持投资,从源头上保障水土保持工程质量;取消地方配套,增列监理、监测等有关费用等。
Soil and water conservation project quality concerns the national economy and the people’s livelihood, and ecological construction and rural areas, agricultural development are closely related. Based on the actual situation of Foping, this paper analyzes the existing problems of the soil and water conservation project construction and the main reasons that affect the project quality, and puts forward some suggestions to improve the project quality, including establishing and perfecting the file of integrity and elimination (competition) of soil and water conservation, strengthening management and perfection System; increase the fixed standard of soil and water conservation, increase investment in soil and water conservation, from the source to protect the quality of soil and water conservation projects; cancel the local support, additional supervision, monitoring and other related costs.
