曾几何时,“孔雀东南飞”被我们赋予了另一层寓意:北方的人才向东南沿海城市集聚。当然,这其中自然包含着大量的东北人。由此,东南沿海地区富了,那里的人们笑了。但是“几家欢乐几家愁”中,谁会想到东北人正在人才的困惑中苦苦地煎熬呢! 至今,东北人都羞于言说那段对自己来说并不光彩的历史:同样的一个人,在东北无所作为,去了南方,几年以后却成了赫赫有名的企业家。从平庸的一个人到社会的精英,只是地域的变化吗?东北在计划经济时代培养出了大批的技术人才,市场经济时代却被南方城市毫不留情地高薪挖走。从北到南,这难道仅仅是金钱的诱惑吗?东北振兴,需要人才,可是外地人才却不愿来,哪怕你给人才再好的待遇和政策。从南到北,人才为什么要拒东北于千里之外?…… 东北要反思,要觉醒,就必须勇敢地面对这些令东北尴尬的人才局面,惟有如此,才能解开症结,找到良方。 伴随着东北振兴的滚滚大潮,新中国历史上第一次全国人才工作会议胜利召开了。这次会议不仅解决了全党全国人民在思想认识上的问题,还在人才的体制、机制、政策等方面进行了大胆的创新,并将人才强国战略列为继“控制人口数量、提高人口素质”和“科教兴国”之后的又一项新的国策。 1978年,我们经历了一次科学的春天,而今,我们又迎来了人才的春天。 Once upon a time, the “peacock fly southeast” was given another layer of meaning by us: the northern talent gathered in the southeast coastal cities. This meeting not only solved the ideological and cognitive problems of the whole party and the people throughout the country, but also boldly innovated in the system, mechanism, and policies of talents, and listed the strategy of strengthening the country with talents as the “control of population and quality of population.” Another new national policy follows the “Rejuvenation of China through Science and Education”.
