我国经济发展进入新常态和全面深化改革,对现行港口管理体制提出了新的要求和挑战,提高现代港口竞争力势必越来越取决于体制改革和管理创新河北作为沿海省份,拥有秦皇岛港、京唐港、曹妃甸港、黄骅港4个大型港口。进入21世纪以来,港口快速发展,2014年港口通过能力和吞吐量双超9亿t,分别居于全国第2位和第5位。按照制度经济学理论,推动港口发展的诸因素中,港口管理体制对港口的建设与发展起着关键性、甚至是决定性作用。在我国经济发展进入新常态和全面深化改革的新形势下,
China’s economic development has entered a new normal and deepened its reforms in an all-round manner, putting forward new requirements and challenges to the existing port management system. It is imperative that increasing the competitiveness of modern ports depend more on institutional reform and management innovation. As a coastal province in Hebei, Hebei owns the ports of Qinhuangdao, Tang Hong Kong, Caofeidian port, Huanghua Port 4 large ports. Since entering the 21st century, the port has developed rapidly. In 2014, the capacity and throughput of the port exceeded double 900 million t, ranking second and fifth respectively in the country. According to the institutional economics theory and the factors that promote the development of the port, the port management system plays a crucial and even decisive role in the construction and development of the port.
