常州市郊区地处城郊结合部,面积120平方公里,辖11个乡、103个行政村、1036个自然村,总人口22.5万人。近几年来,由于城市建设发展迅速,并逐步向郊区扩展延伸,形成了城中有乡、乡里有城、城乡交错的格局。同时也在城郊结合部出现了“四个不协调”,即:内部环境与外部环境不协调,个体环境与公共环境不协调,村庄环境与社会环境不协调,基础设施状况与人民群众的生活要求不协调。郊区作为城市发展的载体,是城市发展的未来之光。因此,如何以规划打龙头,搞好郊区的村镇建设工作,是社会发展赋予我们的一项重要工作。
