街区制是融合住宅、商业和休闲,将住宅与外部世界连通,由中小街道分割围合的一种城市建设布局,尽管街区制的出现在西方国家并不陌生,但街区制在中国的推进却备受争议。本文拟从街区制推行的现状调研和法规分析入手,通过街区制在成都地区推行的试点地区的走访调研,以业主权益保护为核心视角,分析街区制推行过程中的利弊及街区建设和业主权益之间的利益权衡与取舍,继而提出切实的建议。
