随着国民经济的迅速发展和人们生活水平的不断提高,我国机动车拥有量出现了高速增长势头,加油站的数量也随之增加。加油站由于不可抗拒的自然力、其经营油料存在的潜在危险因素以及生产设备设施的不完善问题都可能给加油加气站工作人员、用户和周围环境造成一定风险和危害。一方面,加油站收发各种型号的车用汽油、柴油、机油、润滑油等易燃或可燃物品;另一方面,加油站多设于交通发达的黄金地段,车辆、人员往来频繁,安全隐患及危险性大,发生安全事故概率高,一旦发生火灾爆炸事故将严重影响附近居民的生活。为了预防和减少加油站事故的发生,我们必须在新建加油加气站前期进行安全评价,对加油站存在的危险危害因素进行辨识,从而达到并保证加油加气站正常安全状态运行,保证国家和人民的财产安全,保证加油加气站以最佳的安全生产状态得到最优的安全投资效益。因此,开展加油站运营安全评价及应用研究,具有十分重要的意义。
