在经济体制改革多元化态势下。新兴产业职工增加,下岗分流职工长期游离于工会组织之外。同时已改制的企业,工会干部人数大大减少,还有的企业以留守人员作为职工代表,由少数留守人员代表召开的职代会,由此而引发的矛盾和问题也不少。等等难题启示我们,真正确立和发挥工会组织的法律地位和作用就必须进一步健全工会组织网络,只有不断扩大覆盖面,才能把职工“有困难,找工会”真正落到实处。
Under the situation of diversified economic restructuring. Emerging industries increased workers, laid-off workers long-term separation from the labor union outside. In the meantime, the number of enterprises and trade union cadres that have been restructured has been greatly reduced, and some enterprises have retained their staff as employee representatives and workers’ congresses held by a small number of left-behind staff representatives. The enlightenment shows us that to truly establish and exert the legal status and role of the trade union organizations, we must further perfect the network of trade union organizations. Only by constantly expanding the coverage can we truly implement the “hard work” and “finding a trade union” for staff and workers.
