电子政务的出现和发展,是以提高效率和优质服务为目标和驱动力的,服务模式成为界定电子政务发展阶段的标志。电子政务服务的关键因素包括服务、共享和安全,服务是电子政务的重要目的,各类政府信息资源的共享是高效服务的前提条件,而安全又是信息共享和信息服务的基础。电子政务的服务模式经历了单向交流服务模式、双向交流服务模式、“一站式”服务模式,而自适应服务模式及电子政务自适应信息服务平台是未来电子政务的发展方向。
The appearance and development of e-government are the goal and driving force to improve the efficiency and quality of service. The service mode has become the defining symbol of the development stage of e-government. The key factors of E-government service include service, sharing and security. E-government is an important purpose of service. The sharing of all kinds of government information resources is the precondition of efficient service. And security is the basis of information sharing and information service. E-government service mode has experienced one-way communication service mode, two-way communication service mode and “one-stop” service mode. However, adaptive service mode and e-government adaptive information service platform are the future direction of e-government.
