1构建绩效管理模式是疾控事业发展的必然要求我国社会主义市场经济秩序的逐步建立,各项事业长足进步,无论从形式上还是内容上都发生了重大变革。疾控机构从卫生防疫模式走到了今天大范围、深内涵的公共卫生模式下,一个由政府举办的实施疾病预防控制与公共卫生技术管理和服务的公益性事业单位的组织形式,必须迅速适应如政策支持环境、疾病谱、机构内部人员理念和人员结构等诸多变化,才能有效落实疾病预防控制的工作措施,达到不断提升人群健康水平的目标。
