本文分析了中国市场经济体制下社会福利改革的指导思想和实践,指出核心问题是,在福利多元化的思想指导下,国家在福利改革中把福利责任推向市场和个人,而国家的管理在退位。本文通过回顾西方发达国家福利理论的发展和实践,并且借鉴近期东亚发达地区的反思和强化国家福利的经验,明确一个被社会政策学科已经确立的思想:国家福利是对市场经济体制的补偿并成为国家管理的重要组成部分。为了建设一个和谐的社会,在市场经济背景下,中国应该在福利多元化中强化国家福利主导的作用,重构中国国家福利。
This paper analyzes the guiding ideology and practice of social welfare reform under the Chinese market economy system and points out that the core issue is that under the guidance of the diversified welfare concept, the state will push the welfare responsibility toward the market and the individual in the welfare reform while the state management is in the abdicate. By reviewing the development and practice of Welfare Theory in western developed countries, this paper draws lessons from recent experiences of reflection and strengthening national welfare in developed areas of East Asia and clarifies an idea that has already been established by social policy disciplines: National Welfare compensates for the market economic system and becomes An important part of state administration. In order to build a harmonious society, under the background of market economy, China should strengthen the leading role of state welfare in the diversification of welfare and rebuild China’s national welfare.
