2010年,我国累计进口原油2.4亿吨,同比增长17.5%,创历史新高;而海运进口份额占到总进口量的90%以上。然而,国内大型深水泊位以及库区罐容的极度紧缺严重制约了进出口油品贸易的发展。针对这一局面,国内石化企业、储运单位和各大航运公司纷纷签署协议,开展码头二程船过驳业务——包括从岸罐二次过驳和从外轮直接过驳。同时,与其配套的航运物流体系、数重量与品质检验、贸易交接规则、安全作业法规也日趋成熟。
In 2010, China imported a total of 240 million tons of crude oil, an increase of 17.5% over the same period of last year, setting a record high. The share of marine imports accounted for more than 90% of the total imports. However, the extremely shortage of domestic large-scale deep-water berths and the reservoir area has severely restricted the development of oil import and export trade. In response to this situation, the domestic petrochemical enterprises, storage and transportation units and major shipping companies have signed an agreement to carry out two-port pier over the barge business - including from the shore tank two barges and directly from the outer barge. At the same time, with its supporting shipping logistics system, the number of weight and quality inspection, the rules of the transfer of trade, safety laws and regulations are also increasingly mature.
