《国家中长期人才发展规划纲要(20102020年)》即将出台,人才问题再次成为公众关注的焦点。拥有13亿人口的中国,经历了30年高速的经济增长,无论从发展需求还是从资源价值角度,都需要实现从人力资源优势到人力资本优势的转变,都需要在人力资源存量扩张的基础上实现人力资源的升级。对于人才的渴求不仅要求我们关注国家人才战略布局,而且要求我们关注作为问题核心的人,有针对性地满足他们的需求,激发他们内生成长的活力。
