第一条本条例依据「乡人民政府组织通则」的规定,并结合本省具体情况制定之。第二条乡人民行使政权的机关为乡人民代表大会(或乡人民代表会议,以下各条款同)和乡人民政府。在乡人民代表大会闭会期间,乡人民政府即为乡的行使政权的机关。乡人民政府委员会为乡一级的地方政权机关,受区人民政府的领导;在不设区人民政府的地区受县人民政府的领导及区公所的监督
Article 1 These Regulations are formulated in accordance with the “General Rules for the Organization of Township People’s Governments” and in the light of the specific conditions of the province. Article 2 The organs exercising the power by the township people shall be the township people’s congress (or the township people’s congress, the following terms and conditions) and the township people’s government. During the period in which the township people’s congress is not in session, the township people’s government is the organ that exercises power in the township. The township people’s government committee is the local government organ at the township level and is under the leadership of the district people’s government; under the leadership of the county people’s government and the supervision of the district office in the area where the district government is not established
