为了加强城市、工矿区政权建设工作,使城市街道政权组织能够进一步密切与人民群众的联系,充分发挥基层政权为工业生产服务的积极作用,我省太原市已按照第二次全国民政会议决议,进行实验建立城市街道办事处的工作。兹根据华北行政委员会给我省分配之城市街道经费以及我省太原、大同、阳泉、长治、榆次等五市的市区人口(包括郊区工业区、工矿区人口)及地理等情况,对街道标准、干部配备、经费开支等具體問題.作如下规定:
