对上海市和南昌市的实证调查发现,当前我国学习型城市建设过程中,“推广应用现代学习技术”的硬件基础条件具备,但是,相对于上海市、南昌市在社会媒体使用、互联网参与学习频率以及高质量电子学习资源满意度方面都有较大差距。同时,两个城市都存在“高质量电子学习资源”整体满意度偏低的情况。因此,为有效提升现代学习技术在学习型城市建设中的应用,需要通过政策来确保便利获取高质量的学习资源,通过学习技术管理人员的专业化保障优质软硬件的提供,通过现代学习技术载体的推广激发市民学习意愿,通过高质量电子学习资源的开发提升市民学习的参与度。
