国企特别是央企老总的薪酬屡屡成为话题新闻,这边有人提出国企老总不该拿“天价”年薪,那边马上有人按照市场贡献论证国企老总薪水的“可怜”。日前,中央全面深化改革领导小组特别研究了国企薪酬改革,再次聚焦了人们的视线。其实,科学确定国企高管的薪酬标准,首先要明确国有企业的性质。设立企业的目的是实现所有者的意愿。如果说一般企业是以利润最大化为目的,那么,设立国有企业的目的就是实现国家意志、全民利益。所以,国有企业的各种制度包括负责人薪酬都必须体现这一性质。
