中共十六大指出,实施“走出去”战略是对外开放新阶段的重大举措,要鼓励有比较优势的各种所有制企业对外投资,带动商品和劳务出口,形成一批有实力的跨国企业和著名的品牌。其实,在“走出去”的战略思路中,主角永远是企业一方,政府则是作为一种“助推器”,在为企业到境外投资,开展跨国经营创造充分有利的条件。
The 16th National Congress of the Communist Party of China pointed out that implementing the strategy of “going global” is a major step toward a new stage of opening to the outside world. We should encourage all kinds of ownership-based enterprises with comparative advantages to make overseas investments, boost the export of goods and services, form a group of competent multinational enterprises and famous s brand. In fact, in the strategic thinking of “going global”, the protagonist is always the enterprise side, and the government serves as a “booster” to create fully favorable conditions for enterprises to invest abroad and conduct cross-border operations.
