80年代的国际经济,“全球化”的趋势已经成为不可抗拒的历史潮流,中国的沿海地区——沉默的西太平洋黄金海岸终于一次又一次激荡起春潮! ……1984年,我省的南通、连云港市加入了14个沿海开放城市的行列;1985年,苏锡常又成为开放地区;1988年,随着沿海经济发展战略的提出,全省的开放城市和地区增加到19市40县。1987年的统计数字表明,我省与世界上130多个国家和地区发生了经济贸易往来,中外合资企业有194家,引进技术2000余项。一个外向型的新的经济格局正在出现。档案工作,理应在其中占有相当的地位。这就是我们面临的新课题:涉外档案管理。 1986年7月全省对外开放会议上就己提出,要把档案资料的管理列入外开放工作的各个环节和层次。之后二年来,在连云港和南通二市分别召开了全省涉外档案工作座谈会。制定了《江苏省对外经济技术档案管理暂行规定》,南通市档案局还发起组织了全国十四个沿海开放城市档案工作第一次协作会议;涉外档案管理工作已经逐步引起了各界的关注。但目前仍然较普遍地存在未能自觉形成和积累档案,没有认真地进行科学管理的现象,一些涉外档案经济技术档案还处于自然状态。如何加强管理,使涉外档案工作在企业参与国际竞争与合作、在实施沿海经济发展战略中更好地发挥作用,有许多问题亟待进行深入的研究。本期为此编发了两篇文章,以期引起广大读者的注意,共同探索这一新课题。
In the 1980s, the trend toward “globalization” in the international economy has become an irresistible historical trend. In 1984, Nantong , Lianyungang joined the ranks of 14 coastal open cities; in 1985, Suzhou, Wuxi and Changzhou became open areas again; in 1988, with the introduction of the coastal economic development strategy, the province’s open cities and areas increased to 19 cities and 40 counties. The statistics of 1987 show that there have been economic and trade exchanges between our province and more than 130 countries and regions in the world. There are 194 Sino-foreign joint ventures with over 2,000 technologies imported. A new export-oriented economy is emerging. Archives work, should occupy a considerable position in which. This is the new issue we are facing: foreign file management. In July 1986, at the meeting of the province on opening up, it was proposed that the management of archival materials should be included in all aspects and levels of the work of opening up to the outside world. In the following two years, two forums were held in Lianyungang and Nantong, respectively, on the work of foreign-related file work in the province. Formulated the Interim Provisions on the Administration of Foreign Economic and Technological Archives in Jiangsu Province, and the Nantong Archives Bureau also initiated the first coordination meeting for the archives work of fourteen coastal open cities nationwide. The management of foreign archives has gradually drawn the attention of all circles. However, it is still quite common that there are some phenomena that the failure to consciously form and accumulate files and not to carry out scientific management seriously. Some foreign-related files of economic and technological archives are still in a natural state. How to strengthen management so that foreign archives work can play a more effective role in enterprises participating in international competition and cooperation and playing a better role in implementing the strategy of coastal economic development? There are many problems to be studied urgently. This issue has compiled two articles for this purpose, with a view to arousing the attention of readers, to jointly explore this new topic.
