文章认为近年来流行的铁路负荷重,似乎是由于过去没有发展“综合运输”,没有把其他运输方式放到重要位置的说法,没有充分科学论证和实践检验。这种说法甚至纳入了交通运输业的建设方针和技术政策,企图以“综合运输”、“综合运输网”取代铁路“大动脉”、“先行官”作用。这种在理论和实践上的混乱,已造成严重后果,使国家对铁路建设的投资不断减少,新线建设与主要客货流向不符,未能起到缓和铁路超负荷运行的实效。文章进而对各种运输方式的利弊进行分析,并提出我国交通运输发展的几点建议,以促使倾斜的政策得以端正。
The article thinks that the heavy load of the popular railway in recent years seems to be due to the fact that the past did not develop “integrated transportation” and did not put other modes of transport in an important position. There was no sufficient scientific proof and practice test. This view even incorporates the construction guidelines and technical policies of the transportation industry in an attempt to replace the “big artery” and “advance officer” functions of the railway with “integrated transportation” and “integrated transportation networks.” This kind of confusion in theory and in practice has had serious consequences. As a result, the state’s investment in railway construction has been declining. The construction of the new line has been inconsistent with the flow of major passenger and cargo traffic and has not been able to alleviate the overloaded operation of the railway. The article then analyzes the pros and cons of various modes of transport and puts forward some suggestions on the development of transport in our country so as to promote the correct policy.
