做好案件检查工作,必须树立“程序优先,用程序公正保障实体公平”的执纪理念。这是因为,手续完备、程序合法,是客观公正地调查处理案件的根本保证。查办党纪政纪案件必须按照办案程序进行,这既是纪检监察机关的权利,也是纪检监察机关的义务。因此,案件检查工作遵守程序性规定,与遵守实体性规定具有同等重要的意义。只有达到手续完备、程序合法的要求,才能保证纪检监察机关正确履行职责,保障纪检监察对象的合法权益,提高办案的质量和效率。在实际工作中,一些同志有时忽视程序规定的重要性,认为严格程序会束缚手脚,影响办案效率。某些办案人员为了达到迅速破案的目的,存在忽视手续、超越程序的情况。这些认识和做法都是十分有害的。

In order to achieve the goal of prompt detection of cases, some investigators have overlooked the procedures and surpassed the procedures. These understandings and practices are all very harmful.
