1996年我县全面开展了农村行政村档案建立工作,年底已有62个村顺利通过验收,达到了档案建设合格村标准,占全县行政村总数的30%。一年来的行政村建档实践有很多经验需要总结,也有一些问题需要解决,其中有两个问题值得重视:一是建立行政村档案的组织实施问题,一是立卷方法问题。前者直接影响此项工作能否顺利开展,后者将影响到行政村档案的质量。为此我仅就这两方面谈些不成熟的看法。一、建立行政村档案工作可授权由各乡(镇)经营管理站负责组织实施《档案法》第六条规定:“乡、民族乡、镇人民政府应当指定人员负
