美国硅谷高新企业集群成功发展的经验 ,一是非正式的社会关系网 ;二是既合作又竞争的企业关系 ;三是独特的硅谷文化 ,即鼓励冒风险 ,善待失败 ,紧密合作 ;四是大学、科研机构与企业的密切合作。我国高新企业集群发展应很好地借鉴其成功发展的经验 ,针对自身存在的问题 ,采取具体的相应对策 :( 1)在高新区内建立以企业为导向的相互依存的产业体系 ;( 2 )发挥政府的推动和引导作用 ;( 3 )建立区内企业之间的人文关系网络和培育区域创新文化氛围 ;( 4 )进一步完善“产学研”合作机制 ,提高高新企业集群的技术创新能力。
The successful experience of high-tech enterprise clusters in Silicon Valley in the United States includes informal network of social relations; second, cooperative and competitive business relations; third, unique Silicon Valley culture, which encourages risks and treats failure closely; fourthly, universities, Scientific research institutions and enterprises in close cooperation. The development of high-tech enterprise clusters in our country should draw lessons from the successful experience of its development and adopt specific countermeasures according to its own problems: (1) establishing an interdependent industrial system oriented by the enterprises in the high-tech zones; (2) (3) establishing a network of human relations among enterprises in the region and fostering a culture of regional innovation; (4) further improving the cooperation mechanism of “production, learning and research” to improve the technological innovation capability of high-tech enterprise clusters.
