企业产业结构是使微观经济和宏观经济紧密结合起来的重要保证,是衡量一个企业管理目标优化程序和经济组织程度的重要标志之一,因此,调整和优化企业的产业结构,不仅是搞好大中型企业的重要标志之一,也是企业管理的一项长期艰巨的任务。“七·五”期间,葛洲坝工程局在严峻的投标承包的市场环境中,合理调整产业结构,启动企业的生产,逐步走出了一条比较适合我国大中型水电施工企业发展的路子,这就是葛洲坝工程局的“221”产业结构方案,即:2万人搞承包基建工程施工,2万人搞工业和多种经营,1万人搞基地建设、服务管理。“七·五”
